ExpertiseRosemary specialises in EU and UK competition law and public procurement, as well as general commercial contracts work.
Following a stage at the European Commission, Rosemary has developed a wide-ranging practice covering all aspects of competition law. She advises businesses on the application of competition law to their commercial operations, as well as their strategic ventures. In addition, Rosemary advises clients on the interpretation and application of the state aid rules. She also advises on general EU law and on regulatory issues in sectors including healthcare, waste and media.
Rosemary has extensive experience advising on the application of the public procurement rules and process, as well as project managing complex procurements to ensure that they meet the requirements of the public procurement legislation. Rosemary has advised both public and private sector bodies and utilities on procurement in the context of projects including regeneration, housing, development, leisure, culture and heritage, business services, infrastructure and education.
ExperienceRosemary’s client base ranges from local authorities to multi-national corporations. Recent clients include:
- Agriculture and Horticulture Development Board – project managed a major procurement exercise involving eight separate frameworks
- C&C Group – advised on the competition and commercial aspects of the acquisition of Tennent's and of the Gaymers Cider Company
- Circle Health - advised on a range of competition law matters including the OFT's market study into private healthcare
- Crown Estate - competition law advice on a range of land agreements English Heritage – advised on the application of the procurement rules to a wide range of English Heritage projects
- Oxford City Council – comprehensive public procurement advice on the regeneration of Oxford City’s Westgate Centre; and on the procurement of two waste contracts
- Sainsbury's Supermarkets – public procurement advice on various development projects
- Waters Corporation - advised on a range of strategic commercial ventures
